I need more information about your envionment.
So, please let me know the output of,
ruby -v -e "p ENV['JAVA_HOME']"
and 
ruby -rrjb -d -e 'Rjb::load'
  (if you installed rjb-gem, you may place -rubygem before -rrjb )
