It looks like expat's include files (and possibly libraries) aren't in
the include path.

From xmlparser's README:

Then, compile xmlparser. You can specify the location of
expat's header file or library file.

   --with-xmlparse-lib=/path/to/expat/xmlparse
   --with-xmlparse-include=/path/to/expat/xmlparse

...

Pass those arguments to extconf.rb and it should build the makefile just
fine.
