I don't know how Rails has gotten the "it's easy" reputation.  It's for those looking for an MVC web framework, which I think is a good fit for database backed web apps.  And it's written in an interpretive language which, along with its emphasis on convention over configuration, speeds development.

Then, it's written in Ruby, which, for my tastes and needs, makes the whole thing perfect.
