If possible, could you please let me know where did you download rpms from?
If I can download them, I can investigate it in my test env.

It seems openssl libraries are compiled as 64 bit module. (since
installed under ../lib64.)
Is ruby binary compiled as 64 bit executable?

You can check it by file command:
$ file `where ruby`
