It's useless to argue about semantics on this issue in a forum like this. I'm talking about the thirty thousand foot view of things. If a db runs on a particular platform and a development tool runs on a the same platform. I should be able to develop something with that tool and have it run on that platform. Don't start a flame war because you want to pick at a point. It goes back to what I said earlier, 90% is a number that is too big to ignore.
