You could use one of a number of Ruby-powered web technologies:

 - The CGI class, standard with every Ruby distro. Very powerful, if
somewhat arcane by today's JSP/ASP standards.

 - WEBRick, a Ruby powered HTTP server which has the ability to
parse and execute Ruby servlets (similar to Java servlets).

 - Roach, a framework for Ruby web applications based on the MVC
architecture. Very cool and easy to learn :)

I would personally go with Roach if I were you, since it seems to
have the smallest learning curve, and has the ability to work with
Apache. (I don't think WEBRick works with Apache right now)
