Subject: mod_ruby question

Can the directive RubyRequire be placed in a <VirtualHost>?  When I
have tried to it doesn't seem to work.  It's annoying having to have
<%require 'library'%> at the top of every .rhtml file, but I can't use
RubyRequire server-wide as the machine is multi-user with lots of
other vhosts.
