Subject: Etiquette of RCRs

I have a specific addition I would like to see in mkmf. I also have some
code to implement the change. I don't doubt that someone more experienced in
Ruby could code it more cleanly.

Most of the RCRs seem to be of the form: "Please make Ruby do this...". Is
it more polite to submit code, or diffs, or is that presumptuous.

I don't know if Matz is the only committer or if there is some hierarchy to
go through.
