You don't need Rails. Sinatra would work. Any Rack-based framework would work. Just don't use raw CGI. And if you can do that, depending what your script actually does, it might work well on appengine-jruby. That's the largest free host I could find. For comparison: Heroku's free offering gives you a 5 meg database, but PostgreSQL is probably more familiar and easier to work with if you've used MySQL or something similar. App Engine's free offering gives you a 1 _gigabyte_ database, but you have all the restrictions of app engine -- 30 seconds to respond or die, non-relational database, etc.
