This is a lot like what happens for c or c++, they work well on windows, but you can't do forks. The problem is more the number of scripts outthere which rely on those unixish features than ruby itself. Since there is not much use having ruby work and most script and extension not work, we are stuck with trying to emulate the fork and some of the popen mechanism.
