I'm no fan of windows (or the beast of Redmond for that matter) and I get
pretty worked up when people blame tools when the OS is at fault, but
let's recognize that there are places where windows makes some measure of
sense as the platform of choice.  Even if there are other options, it will
take a *lot* of effort to push windows out of its space.

As a sys admin, I need to work with *all* of the platforms at my site.
One of the things that makes perl such a great sys admin tool is that it
works on linus/Unix, windows, and about a zillion other things (see ORA
Perl for Systems Administrators).  Ruby needs to work on windows as well
or better than Perl if its going to compete.
