Some unixish things, like having popen support running an external
command and reading its output, can be emulated with reasonable
efficiency under Win32.

Fork is a big one, since Win32 just does not have an equivalent
concept at the OS level.  Scripts that need to be portable had better
not rely on fork or IO.popen('-').  If you really need fork, you might
as well use ruby/cygwin.
