I've used ruby-tmpl as part of a CGI script, and I believe there are
options
for using it at the command line.  I've been testing out a cron script to
build static pages, and they work fine, but I don't know if there's some
back-end dependency on mod_ruby or apache, as I haven't tested this on
a separate system.  But I think you should be fine.
