I suppose you get an error ?
One way to do what you intended to maybe :

    <% require "cgi"
       cgi = CGI.new
       paramList = cgi.params
       cgi.out {
           cgi.html {
               "#{paramList['id']}<br>#{paramList['user']}"
           }
       }
    %>
