AFAIK, it's a vi thing.  If I set:
  :set tabstop=8
  :set shiftwidth=2
  :set autoindent

then vi's autoindent inserts a tab any time it sees 8 spaces.  If anyone
knows a way around this, I'm all ears.

Note that vim does not have this problem, since it has the "expandtab"
option.
