 Well, I really don't know for this case

pigeon% ./ruby -e '/a{1}*/'
-e:1: nested repeat operator: /a{1}*/
pigeon% 

 OK it don't want this is not really a problem :-)

pigeon% ./ruby -e '/a{1}{0,}/'
pigeon%

 this is the same regexp :-)

 Now

pigeon% ./ruby -e '/a{2}*/'
pigeon% 

 Another example

 /ab{2}{3}/ is interpreted /(?:(?:a)b{2}){3}/

 i.e. {2} is for `b'
 but  {3} is for `ab{2}'
