It might change the active (base/running) directory instead of using root 
relative path. I think I'm pretty sure that it doesn't use absolute path.

Yes, it seems it does.
But why doesn't running it straight from the file work? It worked on 
mswin32 1.6.6.
As I generally run things from the task bar, not the command prompt, that 
would be preferred to the way it works currently.

Do you know of a way to get that kind of functionality when run directly 
from a file, instead of having to run the command prompt?
