Subject: splice missing... why?

Here is the question I have: 

Why Ruby doesn't have 'splice'? and  'splice!'?

It does 'slice'. And surely you could implement the 
'splice' easily with 'slice' but computationally
I think it is not efficient. Is there a reason why
'splice' is missing? Or is this an old topics?

Also, how about array ( I didn't read the internal
description or implementation, I wish I have the time 
to study them.), if I have 

m = Array.new
m[10343] = 1

I don't think the code will actually allocate 10344 memories
just for the variable 'm'. Or does it?
