Subject: [ANN] rpkg 0.3.1

rpkg is a system for quick installation, removal, and browsing of Ruby
modules.

Changes from the previous version:

- uses latest ruby-zlib (0.5.1) instead of a gzip command to
decompress packages;

- the (not many, argh) tests now run under Test::Unit instead of
Lapidary (By the way, Test::Unit is now available as package).
