Subject: cygwin port system() problem

When executing a windows command containig output redirection via ruby's
system(), redirection doesn't work. Example:
system("rsh>output.txt")
dir outpu.txt
No such file or directory

If I run the above script in Cygwin's bash shell it works as expected. How
can I get it to work outside the shell? The ruby script needs to run as a
cgi for IIS, so the other alternative is to get cgi to work inside bash. I
haven't got the slightest clue how to do that, though. Any suggestions
welcome.
