Ask the TextMate author. In fact, it's in the FAQ:

Keep in mind that TextMate is proprietary, and as far as I know, is not 
written in Ruby, so your question is a bit like asking why there's no version 
of Photoshop for Linux -- kind of offtopic for this list, and the answer is 
that the developer didn't port it.

A better question might be why so much of the Ruby community has embraced a 
proprietary editor which is only available for a proprietary OS.
