Yeup. The installer associates the file extension with ruby.exe, so that's
all that's needed. 

One quirk that you may not want to deal with:

cgi .rb files for Apache on Windows still need the shebang line -- on 95 I'm
able to simply do:

  #! ruby.exe

without a path, but NT/2000 I have to put the full path:
 
  #! d:\ruby\bin\ruby.exe
