Searching the Heroku docs, or the heroku blog didn't unearth anything 
about the required Ruby version.

The only thing I could find was this: 
http://support.heroku.com/forums/42310/entries/54329 which asks for Ruby 
1.9 support, but no reply from Heroku themselves.

So, seems like you are stuck with 1.8.x for the moment.
