Shift JIS on Windows/Mac, EUC-JP on *IX, and ISO-2022-JP for email (if I even got that correct, it's somewhat hard to keep track). And then on top of all of that there's Unicode in all its various forms... While I would personally never choose M17n as the solution for my own language I can see why it makes sense for a language which originated in and is popular in Japan.
