Ruby 1.9.2 has Method#parameters:

   def foo(a, b=nil, *c, &d) end
   method(:foo).parameters #=> [[:req, :a], [:opt, :b], [:rest, :c],  
[:block, :d]]

Ruby 1.9.1 gains this ability by installing the "methopara" gem.
