I'm not sure what do you mean by "m17n api".
If koi8-r is a single byte encoding, checks should be:

  * String#toupper
  * String#tolower
  * regex match with /i
  * regex \w should match word characters

For multibyte encodings, additional checks are:

  * String#size returns number of characters
  * String#[n] returns codepoint of the nth character
  * str.split(//) splits into single character strings.
  * regex should match multibye strings
  * printf "%10s" should occupy 10 terminal columns.
  * and other string operations should be "multibyte aware".
