I just built 1.6.7 yesterday without getting any complaints about that file
being missing. I don't have it anyplace Locate can find it.  I also scanned
my makefile and couldn't find any reference to dlfcn.c, which of course
doesn't mean that there isn't some file trying to #include it.

I know this doesn't help but maybe it will steer you in the right direction.
