Yes.  Ruby's local variables should be "declared" before their access.
In your example,

|b.rpc("ORWORDG IEN", [val]) for val in ['O RX', 'I RX', 'UD RX', 'IV RX']

the variable "val" is used before its "declaration" (for val).  Ruby
cannot tell if the first "val" is a variable or not.
