Maybe. Or perhaps the Ubuntu box's IP address is being firewalled, or 
something strange like that. So please start by doing the telnet and 
s_client tests I posted, and showing the results.

Since you have an A/B comparison you can do between two installations, 
please also do this as root on both boxes:

   tcpdump -i eth0 -s0 -n -X tcp port 636

Then run the script on both boxes, and compare the output. (If it's 
actually establishing an encrypted SSL session then it will look like 
garbage, but I suspect that the connection is being rejected in one 
case, since that's what the error message says)
