JRUBY-3032 turned out to be a larger chore than we wanted to swallow in 
1.2. We essentially need to examine all places we're passing strings 
to/from the system, to/from Java APIs, or to/from native calls, and make 
sure we're using the appropriate encoding everywhere. Currently we 
usually assume utf-8, and even then we're not consistently encoding and 
decoding strings as utf-8 when calling APIs.

The best way to help would be to contribute tests or specs (rubyspecs 
would be great) for Ruby APIs working with unicode directory and file names.
