Subject: silly eruby question

I'm stuck.  I wrote a simple set of eruby pages that 'require'chunks of
ruby from other files.  The essential model is

eruby file:
-----
<%
cgi = CGI.new("html3")

if (blah)
 require "otherFile"
else
 #do stuff
end

#do more stuff
%>
----

otherFile
----
date = cgi['date']

#do stuff to date to make it work for our needs
----

This works fine on my development system, but fails on the productions
system complaining that:

/home/pate/demo/htdocs/admin/buying.rb:2: undefined local variable or
method `cgi' for #<Object:0x2ac2bce0> (NameError)

Any clues as to where to look for an answer?
