Subject: Controlling access to (druby's) ExtServ#stop_service

I just realise that any one calling ExtServ#stop_service will cause
the related service to be stopped. druby's acl restrict only on
incoming host address. However, that does not stop local users from
terminating the service.

Any idea how to prevent local user from stopping the service?

PS: Apparently this is not an isolated problem. Apache Tomcat also has
this problem of any local user can terminate it.
