 Maybe you are already aware of this but I will post it anwyay.
 
 A lot has been said about a VM for Ruby bytecode, but I don't
 recall anyone mentioning the Virtual Virtual Machines project
 at Inria, France.

 They are just starting with limited resources but I think 
 it's worth considering.
