That seems to solve the problem.  In my real-life program, I was using
rbconfig.rb, and I had:

  libs="-L#{CONFIG['libdir']} -L#{CONFIG['archdir']} #{CONFIG['LIBS']} -lruby"

I had forgotten to add CONFIG['LDFLAGS'].
