The 'pack' method call is written in the callback of the scrollbar. 
You have to write it at external of the callback.
For example,

YSCROLL = TkScrollbar.new(FRAME) do
  command {|first, last| TEXT.yview first, last}
  pack 'side' => 'right', 'fill' => 'y'
end
