I don't have a good solution for you, as I'm not using JRuby.  But I
use the Ruby interpreter, and plugged in the fast debugger (for
Windows).  Someday I will get into JRuby, as that is the only way to
run Ruby code on the mainframe.

Like you, I just started using NetBeans as a Ruby IDE.  I had too many
problems trying to get Eclipse running under Linux and Windows.
