Available, but not installed by default on many systems. I installed
a Mandrake 8.1 system the other day, and was surprised to find that
unzip wasn't on there by default. 

tar.gz is available everywhere on Unix. You can either use the
cygwin/gnu tar, or there is a couple of stand-alone GUI-based Windows
programs that'll create .tar.gz files (sorry, don't have the name of
one handy right now, go to www.tucows.com).
