I doubt it is fixed... I tried to submit patches to get the ruby code  
to work and Terr was a PITA to no end so I walked away. He later came  
to me asking if I wanted to maintain the ruby side, but... too little,  
too late.

I just checked perforce and the last change to ruby runtime was:

Change 3846 on 2007/06/26 by martin@martin.MartinXP.antlr3 '- fixed  
various bugs related...'

My last emails from Terr were 2007-08, so ... no, probably not fixed  
in the slightest.
