Inspect the value of $! (or $ERROR_INFO) in your at_exit handler. This 
will contain the last exception raised. eg

Kernel.at_exit {
   if $!.kind_of? ZeroDivisionError
     puts "don't run"
   else
     puts "run it"
   end
}
