Possibly, although jitterbug isn't particularly interactive on the
mail front.

As a short-term fix, I could have Ruby Garden sent e-mail to the list
indicating that there isa new RCR, and including a hyperlink to that
RCRs discussion page. That way the whole list would know it was there,
and the discussions would take place in Ruby Garden.

I could also arrange for a summary of pending RCRs to be sent to the
list periodically if that was of interest.
