Joe user will rarely write RCRs. More deeply involved users will have the skills to understand the implications of the request. Joe user, won't. An RCR is not a wishlist, wishlists can be posted in ruby-talk, so that another more knowledgeable developer evaluates if the wishlist is worth writing an RCR.
