Excellent. I missed point #1. As for point #2, irb does indeed come with cygwin and, now that I've tried it, I know it works quite nicely. Finally, as to point #3, thanks to Mr Wheeler for emailing me the eval.rb file, seperate from the entire windows distro, it works too.
