It is, but by writing the tests first - and/or as you go - you'll find 
that a lot of the design simply falls out in the wash.

If you ever have the unpleasant experience of retro fitting tests to 
code, then you'll really get a handle on why tdd promotes usable and 
maintainable code. That is, if the experience doesn't drive you insane.
