Yes!

No!

Firstly, the cd can't influence the rm, because they ran in different contexts.

Nextly, only use system when you can't use a raw Ruby call. They are much more 
typesafe:

   Dir.chdir 'foo' do
     Pathname.new('bar').unlink
   end
