When will the binaries for the latest 1.8.7 patchlevel be available for 
Windows users?

Maybe I'm looking in the wrong place, but they aren't here: 
ftp://ftp.ruby-lang.org/pub/ruby/binaries/mswin32.

If that is the right place, then is there some reason for the delay in 
publishing them?
