I do hope you provide it that way, too, though, seeing as Ruby and Shoes run 
on more platforms than just Windows, and both are probably larger than your 
app (thus increasing download size for people stuck on dialup).

I'd look at NSIS:

http://nsis.sourceforge.net/

That's not Ruby-specific or Shoes-specific, though.
