Look in %path_to_ruby%\bin (the default is C:\ruby\bin).  You should
see an fxri.bat in there.  There is also a batch file for irb as well.
 You would run irb.bat from inside cmd.exe.  They are different
interfaces to the same interactive ruby tool.  I prefer irb, because
fxri is slow to load, but the choice is yours.
