Well, there is mod_ruby (showing its age, though), there's fastcgi and fcgi, good old CGI, JRuby + Java application server... As far as frameworks go: Merb is supposedly lightweight (I haven't used it, so I can only repeat what I heard), and so is, apparently, Waves (same cave at as with Merb).
