And (just to make this even fuzzier) you often don't understand the
interaction of tools with their environment (where environment
includes methodologies in use) until you've had experience using them
in that environment. That experience may then lead you to change the
tools, change how you use the tools, or change the environment.

The OP's concept of choosing tools and/or methodologies up front is
really only the starting point for a life-long process of reflection
and optimization.
