The short answer is: no.  At lease I've not been able to find a
concentration of really useful emacs tips.  You just have to read the
NGs to see what other people are using, and download that.  If you
read the source of these packages, there'll usually be some quite
detailed descriptions and instructions for installation and such.

Then if you need more help, you can google for the package, there'll
usually be some help pages available.  If you're really stuck, you can
ask the emacs NGs: 'comp.emacs' and 'comp.emacs.xemacs'.  The people
there are usually really helpful and friendly.
